Federal and State Regulations provide plenty of direction for measuring quality of skilled nursing/swing bed care as a method to protect the patient and by establishing measures to compare program to program, program to state, program to federal, state to state, etc. What is overlooked in this pressure-packed approach to make sure every healthcare professional is writing what they need to document so the measure can be judged . . . so that all the measures can be judged . . .is the basic human/professional interaction with patients. Quality is defined by regulatory measures; but quality is created in one-to-one interactions, teamwork, and outcomes ‘judged” successful by the patient.
